    This city government is a complete embarrassment. They are the laughing stock of the state. And they have been offered training from the Michigan Muncipal League and they declined! They desperately need help.

If the chair notices a breach, he corrects the matter immediately; but if he fails to do so—through oversight or otherwise—any member can make the appropriate Point of Order. The presiding officer may wish to engage in brief research or consult with the parliamentarian before ruling, and may allow the assembly to stand at ease (see 8:2(4)) while he does so. In any event, when the presiding officer has made a ruling, any two members can appeal (one making the appeal and the other seconding it), as described in 24.1

    (1:49:42) Under Robert's Rules of Order Newly Revised (12th ed.) 43:21, "When a member is speaking, the speaker must avoid personalities; under no circumstances should the speaker arraign the motives of members." Furthermore, the City of Lapeer Rules and Procedures of the City Commission, Section B(4), mandates that the Mayor shall preserve order and decorum at all times.

    Imagine the Mayor getting upset for someone asking for information about a bill being passed. We need to remove him from office. This is not good for Lapeer at all. The member in the audience saying this is condescending is right. Trying to silence people because you suck as a person and mayor is real cute.
